Programme Management Officer - Strategic Innovation (P-4)
The United Nations Department of Safety and Security (UNDSS) is seeking an innovative Programme Management Officer (P-4) to join its Operational Resilience Section in New York. This strategic role focuses on leveraging data analytics and emerging technologies to enhance global security operations. Organizational Context
The Department of Safety and Security (UNDSS) provides leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a leader in security risk management, UNDSS enables the safe delivery of UN programmes in the most challenging environments while maximizing resources.
The Department's mission is to enable United Nations system programme activities through trusted security leadership and solutions. This position is located in the Operational Resilience Section of the Strategic Planning Service in the Office of the Under-Secretary-General for Safety and Security, based in New York.
Transformative Role
UNDSS is undergoing significant reforms to reconceptualize security as an enabler of UN programmes within acceptable risk. New strategic initiatives focus on improving evidence-based planning and foresight to strengthen crisis support and emergency response capabilities in complex environments.
Operational Resilience Section
The Operational Resilience Section (ORS) improves UNDSS strategic results by enhancing alignment with UN program implementation, fostering progress toward Sustainable Development Goals (SDGs) and Sustained Peace agendas. ORS pursues a proactive, data-led approach to develop strategic change through:
- Innovative ideas and digital methods
- Advanced technologies
- Redesign of field and HQ processes
- Implementation of integrated planning aligned with UN Country Teams' priorities
Key Responsibilities
Reporting to the Senior Programme Officer, the incumbent will leverage data analytics and emerging technologies to enhance UNDSS's ability to anticipate, prepare for, and respond to complex global security challenges.
- Project manage all data projects developed for UNSMS by ORS through implementation with partners
- Develop processes and systems to leverage data analytics and new technologies for decision-making
- Monitor and report on program/project development and implementation
- Identify and extract insights from core business processes, including Security Risk Management (SRM) and security plans
- Perform consulting assignments to identify and monitor relevant metrics and indicators
- Coordinate policy development to enhance situational awareness and foresight capabilities
- Design and implement survey initiatives and data collection tools
- Prepare written outputs including reports, studies, and publications
- Provide substantive support for meetings and conferences
- Conduct training workshops and seminars on assigned topics
- Lead complex field missions and draft mission summaries
- Coordinate budget and funding activities

Requirements & Qualifications
Education
Advanced university degree (Master's degree or equivalent) in business or public administration, information management, data analytics, social sciences or a related field.
A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Work Experience
Required:
- Minimum 7 years of progressively responsible experience in project/programme management or digital innovation administration
- At least 3 years managing teams using applied analytics, business intelligence, or information management
- Experience in analysis, development planning or crisis prevention
Desirable:
- Experience in planning/implementing risk mitigation in complex settings
- 3+ years field experience in UN system or comparable organization in conflict/post-conflict settings
- Experience with UN programming instruments and security planning
Languages
Fluency in English (both oral and written) is required.
Knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) is desirable.
Note: Fluency requires 'fluent' rating in all four areas (speak, read, write, understand).
