The United Nations Environment Programme (UNEP) is seeking a highly qualified Programme Management Officer for its Global Environment Facility (GEF) Coordination Office in Nairobi. This P-3 level position offers an exceptional opportunity to contribute to global environmental initiatives and work with the leading environmental authority within the United Nations system.

Organizational Setting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP is one of three original founding implementing agencies of the Global Environment Facility (GEF). UNEP and GEF partners help developing countries and those with economies in transition to meet the agreed incremental costs of measures designed to achieve global environmental benefits in six focal areas:

  • Biological diversity
  • Climate change (both mitigation and adaptation)
  • International waters
  • Chemicals and wastes management
  • Land degradation

The Policy and Programme Division (PPD) is a center of excellence for strategic guidance and programmatic policy for UNEP. The UNEP GEF Coordination Office plays a central role in UNEP's GEF-related corporate activities, including:

  • Formulating and reviewing UNEP's policies and strategies for GEF operations
  • Preparing the UNEP/GEF Business Plan
  • Providing guidance to project proponents on eligibility, quality, and cost-effectiveness
  • Overseeing GEF corporate activity administration within UNEP

This position is located in the Global Environment Facility Coordination Office of the Policy and Programmes Division (PPD) at the Nairobi Duty Station. The incumbent will report directly to the GEF Coordinator.

Key Responsibilities

Under the overall supervision of the GEF Coordinator, the Programme Management Officer will:

  • Monitor trends and patterns related to the GEF portfolio and coordinate pipeline management
  • Analyze GEF policies and develop options to update UNEP's internal operational and procedural policies
  • Contribute to the development and implementation of business operations related to audit, compliance, and reporting
  • Participate in the development, implementation and evaluation of assigned programmes/projects
  • Conduct research and analysis on diverse sources of information
  • Assist in policy development through review and analysis of issues and trends
  • Design and implement survey initiatives and data collection tools
  • Prepare various written outputs including background papers, reports, and studies
  • Provide substantive support for meetings and conferences
  • Conduct training workshops and seminars on assigned topics
  • Participate in or lead field missions
  • Coordinate budget and funding activities
  • Collect and analyze data to identify trends and patterns

Data Analysis Focus

The successful candidate will be expected to collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Requirements

Education

Advanced university degree (Master's degree or equivalent) in law, environmental sciences, business administration, environmental management, or a related field is required.

A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of five (5) years of progressively responsible experience in project or programme management in the context of environmental management, research and development is required.

Experience in GEF project life cycle including development, implementation and reporting is required.

A minimum of two (2) years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required.

Knowledge of another UN official language is desirable.

Note: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.
